Your New York State vehicle registration can be deferred or suspended if you have:

  • 3 or more outstanding parking, red light, bus lane, speed, or weigh-in-motion camera violations in any combination in judgment within an 18-month period, or
  • 5 or more outstanding parking violation judgments within a 12-month period.

This includes registrations for passenger, commercial, and Taxi and Limousine Commission (TLC) vehicles.

If your registration renewal is being deferred or suspended, the Department of Finance (DOF) will notify you by mail.

Before you can register or renew your registration with the New York State Department of Motor Vehicles (DMV), you must clear all of your parking and camera violation judgment debt. To resolve your judgment debt, you need to pay what you owe or request a hearing to fight the violations, even if you are on a payment plan.

To resolve your judgment debt, you can pay what you owe, enroll in a payment plan, or request a hearing to fight the violations as long as they are less than 1 year old.

If you pay in full or enroll in a payment plan online, your registration clearance will be automatically transmitted to the DMV within 72 hours.

The fastest way to get a Registration Clearance is to resolve your violations in person at a Department of Finance Business Center.

For deferred or suspended registrations from a state other than New York, you must check with that state about its procedures.

If you resolve your judgments through payment, payment plan, or hearings online or the mobile app, your registration clearance will be automatically transmitted to the DMV. You'll be able to apply online for your registration with the DMV in 72 hours.

If you resolve your judgments through payment or hearings in person at a DOF Business Center, you can receive a clearance notice in person the same day.

This notice provides proof to the DMV that your tickets have been resolved.

This notice is required for in-person registration or renewal at DMV if your current registration is suspended for outstanding parking tickets and/or camera ciolations in judgment.

If your commercial vehicle registration has been deferred or suspended, and you have 10 or more parking or camera violations, you should go to the Department of Finance Commercial Adjudications Unit for an in-person hearing.
